As per the provisions of the Cigarettes and Other Tobacco Products (Packaging and Labelling) Rules, 2008, subsequently amended in 2008 and 2009, the specified health warning rules notified by the Ministry of Health & Family Welfare on 31.5.2009 have to be rotated after every 12 months and the next rotation is due on 31.5.2010.
As a signatory to the WHO Framework Convention on Tobacco Control the MoHFW has to rotate the health warnings on tobacco product packs on a regular basis. The Cigarettes and Other Tobacco Products (Packaging and Labelling) (Amendment) Rules,[link widoczny dla zalogowanych], 2010 have been notified vide G.S.R. No. 176 (E) dated 5th March 2010.
The new specified health warnings for both smoking and chewing of smokeless forms of tobacco will come into effect from 1st June 2010. The model, clearly,[link widoczny dla zalogowanych], is tobacco. Dr. Frieden,[link widoczny dla zalogowanych], who promoted a soda tax when he was a health commissioner, sees further parallels between soda and tobacco: “There are aspects of the food industry that are reminiscent of tobacco — the sowing of doubt where there’s no reasonable doubt, funding of front groups,[link widoczny dla zalogowanych], use of so-called experts,[link widoczny dla zalogowanych], claims that new products which are safer for consumers are available, and the claim that they are not marketing to children.”
The public war against tobacco has worked, if imperfectly: Americans smoke at half the rate they once did, half of all smokers have quit, and the tobacco companies finance strong antismoking campaigns. In the case of tobacco,[link widoczny dla zalogowanych], the health risks of smoking were clear. But the beverage industry contends that science does not back up the assertion that childhood obesity is even partly caused by soda consumption, and has sought to make the discussion about personal choice and freedom.
“Soda has calories, and food with calories causes people to put on weight when consumed in excess,[link widoczny dla zalogowanych],” says J. Justin Wilson a self-described “libertarian consumer advocate” and senior research analyst for the Center for Consumer Freedom, an industry-sponsored advocacy group. “But there is no unique link between soda and obesity.”
Decrease duty-free and reduced–cost sales of tobacco * Decrease tobacco advertising, promotion, and sponsorship * Decrease misleading tobacco product claims/descriptors * Decrease targeting of youth * Decrease subsidies for tobacco production * Decrease youth access to tobacco .
The report says there are certainly many other challenges not discussed in the report and that, while “resources… will never be enough to address all of these challenges,[link widoczny dla zalogowanych],” actions taken with the resources currently available will have a significant effect on global health.
Finally, the report points to an issue it says rises above all others when considering the potential to reverse the global tobacco epidemic: the need for skilled, dedicated people to address the issues outlined in the report. – January 22, 2010, Eurekalert
