The belief of "God as Exalted" lets the Muslim know that their Lord is worthy of praise.
As such, all prayers and worship of the Muslim is for God alone. In Islam, this represents a pure monotheistic belief. The Muslim, by praying and celebrating the praises of God, insures that their observance of Islam is fi sabil Allah (for the sake of God alone).
However, in Islam, returning to God in no way implies that someone has been raised, and exalted, to God in such a way that that individual is now perfected and worthy of worshiped. Being exalted implies only that a soul has achieved the pleasure of being reunited with their Lord.

Eminence implies that God alone is worthy of reverence. Muslims believe that he alone is the royalty in, and above, the world, and the originator of all creation. In the Quran 11: 7, it says, “He it is who created the heavens and the earth in six Days - and His Throne was over the water…”
In lieu of this worship and praise for God alone, God has insured the Muslim that He will exalt the believer unto Himself as it is recorded in the Quran that he has done for those worthy.
The Quran 33: 41-43 says, “O ye who believe! Celebrate the praises of Allah, and do this often; and glorify Him morning and evening. He it is who sends blessings on you, as do His angels, that He may bring you out from the depths of Darkness into Light: and He is Full of Mercy to the Believers.”

God Exalts Those who are Worthy
Being that the Quran was given to humanity over 1400 years ago [link widoczny dla zalogowanych], such metaphorical language was needed to give the people of that time a sense of what took place. However, in this day and time it is affirmed by Muslims that the metaphor refers to the belief that God, as the exalted God of Life, began the creation of living organisms in a wet substance.
According to the Islamic school of thought, God as eminent implies that he stands above all. This is more a metaphorical statement as opposed to a literal statement, since God is not thought to be some giant or the tallest being.
Muslims believe that God is over his creation in the sense of being dominant over, and necessary to existence. He is the true royalty in this world and the whole universe. Being truly alive, God has no dependencies. The life of a person is brief to Him as He is eternal.
(To the righteous soul will be said) "O (thou) soul, in (complete) rest and satisfaction! Come back thou to thy Lord, - well pleased (thyself), and well-pleasing unto Him! Enter thou, then, among My devotees!” (Quran 89:2-29)
As such to the Muslim, the attribute of the "most high" refers to the Islamic belief that God as above all and is the only consciousness worthy of worship.
The word "Al-Ali" comes from the root word "‘ala" which means [link widoczny dla zalogowanych], “to be high, elevated, lofty, exalted, ascend…” according to Abdul Mannan Omar, Dictionary of The Holy Quran. In its form of Al-Ali, it is an attribute of God, meaning "the most high." This word and its derivatives have been used in the Quran a total of 86 times.
Here is a good example of the metaphorical language in the Quran. The phrase translated as “His Throne is over the water” is relating to a fact relatively recently discovered in science – that life began in the water.
