The Battle of Second Bull Run
In southwestern Minnesota, the Dakota Sioux Indians rebelled against local settlers and Federal authorities. This was caused by tensions between Federal officials and Sioux tribes who had relied on the U.S. government for sustenance on their reservations. The northern Dakota clashed with Federals at the Upper Sioux Agency and the southern Dakota fought Federals at the Lower Sioux Agency.
The Indian uprising, along with recent Confederate victories and flirtations with slave emancipation, hurt the popularity of the Lincoln administration. On August 20, influential New York Tribune editor Horace Greeley published an open letter to President Abraham Lincoln, which stated in part: "All attempts to put down the Rebellion and at the same time uphold its inciting cause (slavery) are preposterous and futile."
Two days later, Lincoln responded to Greeley’s letter: "My paramount object in this struggle is to save the Union… I would save it the shortest way under the Constitution. If I could save the Union without freeing any slave I would do it, and if I could save it by freeing all the slaves I would do it; and if I could save it by freeing some and leaving others alone I would also do that."
Federal General George McClellan’s Army of the Potomac withdrew from the Virginia peninsula between the York and James Rivers, thus ending his five-month campaign to capture Richmond in failure. Despite McClellan’s vehement protests, his troops were moved north to help defend Washington and reinforce General John Pope’s Army of Virginia in the northern part of the state.

In addition, Sioux warriors murdered settlers near Acton and ambushed Federal troops at Redwood Ferry. Many settlers fled to Fort Ridgely for protection as the Sioux desolated the region with murder and arson. More Federal troops arrived to stabilize the area and pursue the Sioux through the Minnesota Valley. The pursuit continued into September.
