Mujica, a former leftist guerrilla who became a determined pragmatist in prison during the country's dictatorship, worried openly only weeks ago about having to hire $1,500-an-hour lawyers in foreign capitals. Pope praised school principals for taking on bullying. "There's always room for improvement," Pope said. "(The plan) holds us more accountable for the safety of children." School officials pledged to continuously review the plan. Future work will include parents, as the plan's drafting did, Pope said. The School Department held a monthlong public comment period, including two forums led by Pupil Personnel Services Director Ned Pratt.
